Introducing ISO 10015:2019 guidelines

ISO 10015:2019 standard is not a certificate like other quality management systems such as ISO 9001, ISO IATF:16949, integrated management system, etc., but it is included in the title of this guideline standard, which means guidelines.

Rapid technological developments, continuous product improvement and relentless competition make companies constantly improve the level of competence of their human resources. Employees are essential to the organization. The performance of the organization depends on how the competencies of the people are used in the work.

Competence management and development of people in the organization, team, group and individual levels is necessary for the success of the organization. Competence management and people development are clearly intertwined: employee development is a part of competence management and people's competence will need development.

These two structures are intermingled and cannot be separated in any way. Applying a systematic and planned process for competence management and people development has made an important contribution to help organizations improve capacities, achieve strategic strategies and desired results. Competence management has a significant importance in achieving the organization's capacities to create and deliver value to the customer.

Quality systems management resources under the ISO 9000 family emphasize the importance of the competencies of the organization's people and a culture that fosters growth and thus development. In fact, this standard is a guide to help the organization and its personnel when issues are referred to competency management and people development.

In many cases, this guide may also be used to interpret resources for the development or qualification of people in the ISO 9001 family of quality management systems or any other management system standard such as risk management and environmental management. 4 main stages of ISO 10015:2019 implementation

  • Training Needs Assessment : The most important step is to specify the approach of determining educational needs in the ISO 10015 standard.

At this stage, organizations identify the training needs of their employees, which can be gaps between the skills and knowledge required by an organizational position with a responsible person, or increasing the skills and awareness of personnel who need to learn. This needs assessment is reviewed after submission and some trainings are approved and some may be held in subsequent courses (usually the training cycle period is considered 6 months)

  • planning : After the needs assessment is done, a schedule should be considered for the implementation of the approved trainings.
  • Performance: The developed programs are executed at the designated times
  • Educational effectiveness: It is checked whether the provided trainings have been effective or not.
